It’s a pain in the butt to keep re-choosing the makeup for each outfit in the Sims 4.
Unfortunately, there is no way to apply the same makeup to all of your outfits, you have to choose the makeup one by one for each outfit.

When using the mod, you will want choose your desired hair, makeup, and tattoos using the Sim’s everyday outfit 1. Then use the mod commands and the same style will be applied to all the other outfits.
Without using mods, it’s not possible to apply the same makeup, so console players are out of luck.
