What does the Charm Horn do in Enter The Gungeon?
The Charm Horn is a B-rank active item that charms enemies around you for 10 seconds. This causes enemies to fight with you rather than against you, which can be a good thing when clearing rooms in the Gungeon. It does not, however, work against bosses.

However, the most common use case for the Charm Horn is arguably for stealing items from shops in the Gungeon.
The Charm Horn shares a Synergy with the Banana in Enter the Gungeon – Hornucopia.
The Hornucopia Synergy between the Banana and the Charm Horn will cause the Banana to fire five explosive bananas that bounce. One of the five bananas has a chance to explode and turn into four exploding bananas.
Using the Charm Horn with this Synergy active will cause the item to fire a banana at every enemy it charms.
